The city center and nearby attractive business districts remain the most in-demand locations. According to Aira Veelmaa, broker at UUS MAA Commercial Real Estate, companies are currently making relocation decisions only when there’s a clear necessity—such as the inability to extend an existing lease or a change in office space requirements. Many firms have already made their decision and are simply waiting for new office developments to be completed. In older buildings, supply exceeds demand—even in low-cost B- and C-class properties—because these can no longer meet tenants’ expectations.
“We’re seeing a shift in what companies expect from office space,” says Veelmaa. “Where once offices were defined by large, impressive lobbies and individual desks, the trend is now toward environmentally friendly buildings and efficient space usage.”
Hybrid work has created a need for layouts that support both collaboration and privacy, along with a more engaging work environment. Companies increasingly value the option to custom-design their office space.
Veelmaa adds that another growing trend is the increasing importance of added value—many businesses now prefer city center locations and business districts that offer a variety of non-work-related amenities.
